I was supervisor of the Criminal Investigation Division and had several Investigators working for me. We were required to wear professional business attire to impress the criminal scumbags we dealt with. Wearing a suit and tie gets rather hot in the summer so some of us would wear short sleeve shirts to keep cool. One of the Investigators commented we looked like Pak-a-Sak Grocery Store Bagboys (who often wear jeans, short sleeve shirts and tie). I took it from there to do this cartoon featuring my good friend Kit. Kit always had perfect hair - almost like it was plastic. The blue thing on his foot was a brace he had to wear due to an injury. Hey, just because he's my friend doesn't prevent me from making fun of him!
